TRAVELING WITH PETS TO PANAMA

  • If you are traveling with pets to Panama, please follow the steps below carefully.

FIRST STEP: Obtain Certificate of Good Health

  • The pet’s veterinarian must be recognized by the USDA.

  • Have the veterinarian fill out the Export Certificate of Good Health for small animals, issued by the United States Department of Agriculture.

    • Recommendation: Complete this 15–20 days before your travel date.

  • The certificate must be certified by a USDA Veterinary Officer and digitally signed.

SECOND STEP: Authenticate the Certificate

  • After obtaining the certificate certified by your veterinarian and the USDA, the original certificate must be authenticated by the Consulate General of Panama.

THIRD STEP: Submit for Authentication

  • If the certificate has been digitally signed by the USDA, send a scanned PDF to: consulate.pty.lax@outlook.com.

  • If the certificate has been signed physically by a USDA VET, document will need to be mailed to our offices.

  • If you live far from our office:

    1. Request the bank account information to deposit payment.

    2. Payment: $125.00 (includes return via FedEx in 1–2 business days within working days).

    3. Include proof of payment with your Certificate of Good Health for processing.

      • NOTE: If proof of payment is not received, the certificate will not be processed.

  • If you prefer to come in person:

    1. Request this option by email.

    2. You will be notified when to come pick it up.

    3. Bring $60.00 in cash for processing.

STEPS ONCE YOU HAVE YOUR PETS USDA CERTIFICATE AUTHENTICATED WITH OUR OFFICE, STEPS TO TAKE WITH MINSA:

BEFORE ARRIVAL

  1. Complete the “Home Quarantine Request” form.

    • Submit 3–5 days before your trip.

    • Fax the completed form to (507) 238-3855 / (507) 238-4059 or email it to: camzoonosis@gmail.com and cam@minsa.gob.pa.

    • Include a photo of your passport or Panamanian ID and the documents you will present:

      • Export Certificate

      • Apostille or Consular Authentication

      • Vaccination Record Card or Certificate

UPON ARRIVAL AT OFFICIAL OFFICES (MIDA & MINSA)

  1. Upon arrival at Tocumen Airport, present all documents to the Veterinarian of the Department of Zoonosis Control for verification.

  2. Only one person (owner or responsible adult) is allowed to complete the paperwork.

  3. While the paperwork is being processed, all luggage and personal belongings must be kept outside the office in the designated area.

  4. Pets arriving in kennels or bags cannot be taken out during the paperwork process.

  5. Keep your pets in the designated area until the quarantine officials provide further instructions.

  6. If all requirements are met, the pet(s) will be returned to the owner.

    • If requirements are not met, the pet(s) will be sent back to the country of origin via the same airline.

  7. Home Quarantine fee: B/.130.00 per animal, cash only, paid at Tocumen Airport.

HOURS OF OPERATION OF MINSA IN TOCUMEN

  • Monday – Friday: 7:00 AM – 3:00 PM / 3:00 PM – 11:00 PM

  • Saturday – Sunday: 7:00 AM – 3:00 PM / 3:00 PM – 11:00 PM (by appointment only)

  • Note: Offices are closed on Panamanian holidays.

  • Important: On Saturdays and Sundays, service is by appointment only. Without an appointment, your pet will remain in quarantine until the next business day.
